I just got my Pixel 2 XL a week ago and DoggCatcher was one of the apps that worked for me just the same as it did under 7.0 on my Nexus 6.
Actually, that's a fib: I started getting MORE notifications, before I remembered I needed to go into settings and turn off the successful download notifications like I had on my last phone.
Verify if the app's notification settings is enabled (DC Navigation Menu>Settings>User Interface) scroll down to notifications

I get a new phone today so I'll wait til that arrives and see what happens.
