I'm not sure if I have ever seen any apps 'respecting' the Mobile Hotspot setting found under
Settings->Data Usage->Mobile Hotspots
but maybe Doggcatcher could be one of the first..?
Basically, I would love to see an additional option in
DoggCatcher->Settings->Limit Feed Updates And Downloads
that said
Downloads - on Mobile Hotspot
[yes/no]
I have thought about this for some time (since I first noticed the Mobile Hotspot option on my phone/tablet), but a few days ago I ran through my entire 1GB of free data on my mobile subscription during a few minutes...
I was in my cabin (no wifi, just 3G/4G), and decided to share my 4G connection from my Android phone.
I then turned on my Android tablet and didn't realize before it was too late that Doggcatcher immediately started downloading new video podcast episodes since it was on a wifi connection (although I had added my phone's hotspot wifi to the list of Mobile hotspots).

I don't have that setting on my phone, what version of android are you using?
I created an issue for this - http://mantis.doggcatcher.com/view.php?id=1982
Thanks.
It seems this was introduced with Android 4.1:

My phone runs 4.4.4
My tablet runs 4.4.2
