it seems to me, that something has changed with file permissions on my Galaxy tab 2 (7), new files are now not downloading with the error message
cause:"cannot write to file system. It is possible that the storage directory preference is incorrectly set or the file system is not available."
detail: "java.io.FileNotFoundException: /storage/extSdCard/DoggCatcher/EpisodeEncloseures/178/filename.PART: open failed EROFS (Read-only file system)"
when i try to "delete media" no error message however the file remains, only with the sd card removed from the tablet and in a pc in windows explorer could i delete the file from the sd card.
then attempting to re-download the file creates another ****.PART file, only to have it give the same error .
please , help
It's a hardware issue, try rebooting your device.

thanks wayneC , but i tried that and several variations of those fixes .... however
taking the sd card and putting it in a windows pc and then rt-click/properties/tools/check now..... took several minutes (64GIG) an tada !!! :) it was a problem with the FAT (file access/allocation table )table
the cause might have been as simple as forgetting to unmount when removing the card
