If a new version has been released, where can I download it when I don't use the Market?

I'm just wondering why the new versions that have been published on the Android Market aren't available to download on the 'Paypal User Downloads' page here (e.g. 1.2.3111 & 1.2.3131). It looks like the new version(s) might fix an issue I've encountered. If not, then it'll be worth reporting in a separate posting.
